The councils are stretching the bow a bit on this one. All the tenant has to do is have someone live at the property as a residence. But the councils will fight that by using ratepayer money to rake owners of properties to the environment court. They lie to the owner and tell him he is breaking the law when in fact he is not, the tenant is. They then use the environment court for this moral issue to try to close these legal brothel. There are not many industries where city councils actively lie and work against there local business ratepayers using ratepayer money but it seems Auckland city does.
The Lavender Brothel in Panmure was refused a brothel license but still continues to operate as a brothel with the full knowledge of the council(or did they not hire investigators because it is only Panmure).
So the Auckland council has some sort of sick system where some legal brothels are ok and some are not and yet they still allow illegal brothels to operate…..
